Paul retired from RBC Capital Markets in 2018 after 42 years working as an investment banker in the Public Finance field focusing exclusively municipal public finance. He joined RBC Capital Markets in April 1994 and opened the Albuquerque office of Rauscher Pierce Refsnes, Inc. which became RBC Capital Markets. He managed the office until his retirement. Paul’s experience includes debt origination as Senior Manager, Co-Manager or Municipal Advisor totaling over $24B in debt issuance.
He was appointed to the State Board of Finance in March 2019 by Governor Michelle Lujan-Grisham. He also serves as Vice-Chairman of the Board of the Venture Fund, the Board of Directors of the Angel Fire Public Improvement District, United Way of Central New Mexico, NDI-NM, UNM and NMHU University Foundation Boards. He also serves on the public finance faculty of the New Mexico Edge program, educating local government staff and elected officials. He received a Bachelor of Science Degree in Finance from the University of Wyoming.
